In defence of the boring institution

The dull, rule-bound, unglamorous parts of public life are the parts holding it together.

The details, still being negotiated late into the evening, point to a wider realignment that few in the capital were willing to predict a year ago.

What happens next depends less on the headline figures than on the quiet arithmetic beneath them — and on whether the people in the room can be persuaded that the alternative is worse.

For now, both sides are briefing hard and conceding nothing. The deadline, everyone agrees, is real.
